Any individual found in possession of tools that are commonly used in burglaries, where there is reasonable suspicion that the subject/s have clear intent to use said tools, in an attempt to burglarise a property/vehicle. Law Enforcement must be able to prove the reasonable suspicion that the tools the subject/s are carrying, are to be used in an attempt at burglarising.

Example: Law enforcement receives a 911 call, that an individual has been scouting a property out, looking like they are planning a burglary. Law enforcement arrive on scene and detain the subject. Upon search, the subject is found to be in possession of lock picks, a screwdriver and a crowbar.
